The Atomic Energy Commission of the United States, or AEC, was established in 1946 to govern the production and use of nuclear material in this country. The U.S. government specifically established the AEC to move the control of nuclear material from military to civilian regulation. Abolished in 1974, all the AEC's research and other duties to various other agencies.

Railroads by their nature are ideally suited for carrying large and heavy loads in a very safe manner. Railroads can move a higher load capacity then trucks and in many less shipments. Since the 1970s, over 200 annual shipments of highly radioactive wastes have been safely carried on the rails of this country.

The new 4-PAC of hopper cars carries a radioactive load that pulses with light as the cars go down the track. The cars pulse independently of each other.
